Validate New Users at Registration Module allows you to set approval on new registrations. Using Validate new Users at Registration admin can also set custom message and email notifications.

By default, Prestashop does not offer manual validation for user registrations. Meaning anyone will be able to register in your store. Validate New Users at Registration Module will restrict all new registrations until the admin manually approves it from the backend. Users will not be able to use his/her account before validation.
There is an option to show a custom message on the registration form mentioning that the account will be pending until approved.
